Always keep an eye on the baba shop as it usually has training items for sale, if all you want is to level up the character but not the links then 27-3, if you want links too then 23-8. For one, end of the day, you should be going for level 10 links on characters you actually choose to bring to 23-8, if it was any other unit, they can wait until top priority units are at level 10 first.
